HIGH COMMISSIONER OF THE UNITED KINGDOM TO THE REPUBLIC OF ZAMBIA

SUBJECT: INDEPENDENCE OF THE KINGDOM OF BAROTSELAND
Your excellence, high commissioner of the United Kingdom to Zambia, Representative of Barotseland Royal Establishment and fellow activists,
First and foremost, the Barotse National Youth League (BNYL) and the youth at large wish to strongly commend your excellence for affording us the youth of the Kingdom of Barotseland this opportunity to interact with you.
We also wish to thank the crown government of the United Kingdom and Her Majesty the Head of state of the United Kingdom, for once more inclining their ear to the cries of the people of Barotseland who have been tormented, ridiculed, maimed, arrested without justified cause on frivolous and vexatious charges, mercilessly shot dead and murdered in cold blood by agents of the government of Zambia that is currently illegally occupying Barotseland.
Your Excellence, the BNYL wishes to emphasize to you and through you to the international community the fact that the state of Barotseland is an existing state, whose existence is over 500 years, way back before the birth of the Republic of Zambia.
Barotseland has an established system of governance, and all Laws essential for good governance were already in place since time in memorial, far before Zambia was born.
Barotseland has a fully and legally recognized national identity namely; National Flag, National Anthem and Court of arms.
Your excellence the sovereignty of Barotseland and her statehood was steal-fully taken away by the Zambian government through the Barotseland agreement which Northern Rhodesia entered into in bad faith.
Your excellence, the following points are our submission to your office and to the crown government.
The British Government was part and parcel to the Barotseland agreement as her Majesty’s Government was a witness to the creation and signing of the Barotseland Agreement.
The abrogation of the Barotseland Agreement is a dishonour and an insult to the Crown Government and Her Majesty the Queen’s office as much as it is to the Kingdom of Barotseland.
In view of this abrogation by the Government of the Republic of Zambia, who have shown to be; dishonest, unscrupulous, day light robbers, liars, untrustworthy and inhuman.
The following is the submission to your excellence’s office by Barotseland National Youth League;
Following the 27th March Barotseland National Council (BNC), where Barotseland declared total independence from Northern Rhodesia (commonly known as Zambia), we are calling upon the British Government to recognize the Kingdom of Barotseland, as a purely independent and sovereignty state. In the same manner as United Kingdom, Denmark, Lesotho and many other Kingdom States. We ask the crown government to speak out openly on the matter of the Recognition of Barotseland as a sovereignty state, as this will encourage many other states to step in, help and recognize the Independent and Sovereign Emerging State of Barotseland.
We call upon the British Government through your able office to help in facilitating and aiding in due form the establishment of an Interim Government for the Kingdom of Barotseland, and to help put in place institutions of governance.
To provide assistance and support which will enable the Kingdom of Barotseland run and manage a smooth government transition operations.
BNYL calls upon the Barotseland Royal Government to re-establish and re-install a constitutional monarch system of governance, which existed before the failed abrogated Barotseland agreement, that now has been declared null and void (BNC resolutions on March 26th to 27th 2012), and thus invalid and non-existence. In this vain, we call upon the British government to help fund the creation of the Royal Barotseland National Constitution.
Barotseland is at the mercy of merciless and blood thirst Northern Rhodesia Security (Zambia) agents, and thus vulnerable to attacks and aggression by the Northern Rhodesia (Zambia) Security wings. We thus call upon the British government to help the Royal Barotseland Government in establishing defence and security mechanisms that will ensure the safety and security of the people of the Royal Kingdom of Barotseland.
In the same vein, the BNYL requests the British Government to deploy Security personnel in the Royal Kingdom of Barotseland to provide security to the people of the Royal Kingdom of Barotseland and ensure their safety. To provide evidence for our request, we quote a statement by the president of Northern Rhodesia (Zambia) on 28th December, 2011, published by the Zambian watchdog (an online newspaper: www.zambianwatchdog.com) which was also reported on other print and electronic media in which Mr. Michael C. Sata (Northern Rhodesia President) threatened the people of Barotseland and I quote “Do not be confrontational because you are on the weaker side” indeed we are weak and defenceless, thus we need total protection by our peace loving friends.
However, we wonder what has happened to our long standing and historical friendship with you the people of the United Kingdom, which is evident in various documentaries.
What has really happened to our seemingly dying but much desired friendship that we enjoyed since time in memorial?
Let me also quote another similar threat and statement made by Northern Rhodesia Defence Minister Geoffrey Mwamba Bwalya (GBM) on print and electronic media and I quote “the People of Barotseland shall be sorted out one day”, these are serious allegations and threats against a defenceless and un-armed Royal State of Barotseland.
We also call upon the British Government to assist in meeting legal costs should this matter take that root as we have been deliberately placed in status of poverty and poor economic position by the Northern Rhodesia government.
We ask the British Government to help install a source of electric power for Barotseland as recent deliberate power blackouts which have lasted for days is a clear indication of intimidation on the people of Barotseland and of a fact that we can no longer depend on the Northern Rhodesia facilities as a source of power.
Barotseland does not have an effective communication system as a result we are at the mercy of propaganda machinery of the Rhodesia government. We therefore, request the crown government to support the installation of an effective communication system which will help the Royal Barotseland Government manage its operations effectively.
Finally, I would like to quote the Vienna conversion on the law of treaties under article 60 and 70 which provides that “where two parties or countries who had entered into an agreement or treaty, and one party breaches the agreement or treaty, the party that is aggrieved by the breach, has the remedy of repudiating the agreement or treaty. Once repudiated, the effect of repudiation works to take back the aggrieved party to the position earlier held before entering into that agreement or treaty.
Barotseland has suffered breach of the conditions of the Barotseland Agreement through the abrogation of the Barotseland agreement by the Northern Rhodesia and thus reserves the right to repudiate the agreement and revert to her previously held status as an independent sovereignty state.
We ask the British Government not to take the self determination of Barotseland as an internal matter, but an international matter.
Once more, your excellence, we wish to thank you sincerely for taking time of your busy schedule to come to the Kingdom of Barotseland to meet us and give us this rare opportunity to talk to you on the current state of affairs in the Nation of Barotseland.
We also wish to express our joy to the fact that the crown government and her Majesty have finally considered our plight. And have answered the cries and natural aspirations of the noble and courageous People of Barotseland.
